Welcome to Police Beat 313. I am Officer Mynor Chang, the primary contact and Beat Coordinator of 313. I was hired by the Skokie Police Department in 1998 and have served in the Patrol Division, as a Field Training Officer and as a NIPAS Mobile Field Force member. I am currently assigned to dayshift Patrol working from 7:00 a.m. to 3:00 p.m.
Beat 313 covers the southeast corner of Skokie and has a mixture of residential, commercial and industrial properties.
The western border of Beat 313 is Skokie Boulevard; the southern border is the Village limits along Touhy Avenue and Jarvis Street; the eastern border is the Village limits just east of McCormick Boulevard (NorthShore Channel); and the northern border is Oakton Street. East Prairie School is centrally located. The Beat is home to numerous industrial businesses, the Metropolitan Water Reclamation District, the Illinois Emissions Test Center, and many new retail developments along Touhy Avenue. Skokie’s Sculpture Park continues through 313, running north to south along the Northshore Channel. Officers of Beat 313 pride themselves on professional service to businesses and residents alike.
